Account transfers from one region to another are not possible now. When Reforged is final and the game is updated to it there will be single realm system where you can log into other servers (when the ping is acceptable). I expect that the change will make account transfers unnecessary.

There has not been much information released about the mechanics of the single realm system and a date for the final update has not been given yet.

Wargaming thinks that your problem needs to be solved and is busy working on a solution. It just hasn't arrived yet. You may need to start a new NA account to keep playing until then.

(When you start that account be careful to either link the two accounts or keep them unique and separate).
