I don't think old tanks are a problem; I love the sandbox certif for that reason. The event, however, is an atrociously bad way to get them. The scepter is a mediocre meme at best and only serves as a collectors tank itself. Having invested into getting it, i know it's awful.

The main problem with the 121A is that a lot of it is just outright a better tank than the 121B for most cases. I love the 121B more but the 121A is a pain for it to deal with.
