Yes, as long as you have a tank for a set, the set is unlocked. Higher tiers in the set means that you should have the previous tanks in that set unlocked as well. Honestly it was a little hard to understand what they were saying on stream

The reason why that was done is the server-max of 250k, this server was getting close, it was requested to increase the limit to 500k, discord reccomended to remove inactive accounts first, so that's what has been done.
