But what I have seen so far is most people solely fixated on how the commanders look and not the underlying mechanics

From what I can tell wg in both the games has been pushing for more diversity on how we setup our tanks. Just like 5 years ago in blitz, everyone ran the same equipment, consumables and provisions regardless of the tank. And I am guessing the commander system is another step in this direction

PC crew 2.0 wasn't really for diversity. It was to fix the crew grinds regardless of how many members (we have tanks with 2 crew all the way up to 6) and there was always a hassle grinding tech trees when you go from a 4-5 crew tank right into a 6 and etc..
