Commander in WoW and WoT works the following way

They have a set of skills that they must learn in order to use them. Example: "Mentorship" which increases the XP gained by the Crew

Each commander has a limited amount of skills they can learn before the process becomes unbearable to level up, up to a max of 5 skills before it really begins taking a long time

Commander here will probably have those skills alongside the bonus that we saw in the trailer
