It’s failtooning. +2/-2mm used to be how the matchmaker worked back in the first two years or so of blitz. Tier 8s could play against tier tens and so on.
Wargaming then changed it around 2016, making the matchmaker +1/-1, meaning tier 8s would stop matching against tier ten for example.

+2/-2 matchmaking still exists as failtooning. If you are in a tier 9 tank and you platoon with someone driving a tier 8 tank, that tier 8 driver can be pulled into tier 10 games

That‘s not true. The failtoon is matched with another failtoon and ten introduced to the tier nine matchmaking (assuming a eight + nine platoon configuration). Tier nine matchmaking just usually means a tier ten match

The IS-8 name doesn't refer to a tank, but to a PROJECT. Same for T-10.
T-10M is different. This name actually refers to the specific tank, or version if you prefer, so this name can't be used the same.
Both names were used to call the latest version of the tank (which was eventually the version officially released)

As a side note, it makes sense for Blitz's tank to look more like the latest T-10 tanks since T-10M is the turret stated by modules list

I know the tank is basically the same. But the optical units, stabilization etc. were what brought the T-10 into being. and the version before the PBR was really the prot IS-8 itself. I know there were even improvements in the hulls. I think the tank should be called T-10 instead of IS-8. Because the new model was ported directly from PC. and this model does not look like IS-8 anymore, they used the improved version (T10) model.

As I said, the model in the current game is not an IS-8, it is acceptable as it was before PBR, but now the model has been updated, this is not an IS-8. They changed the name on PC as well. The first T-10s looked like this(IS-8), basically the same tanks. But they improved the tank a lot and changed the name, the new variant became T-10 and T-10M.

The guys at delevoper WOT PC brought the revamped model and were aware of the situation so they changed the name.
