It's useful when you push or get pushed. Players tend to hesitate shooting a reactive armor tank. You can run equipment to extend the duration. Or lower cool down if you play something like 50b. I prefer to use it on pushing personally

I don't think I quite answered your question about it's duration btw. Even tho reactive lasts for a short time, it usually reduces alpha for 1 or 2 shots atleast and that can lower their dpm considerably making it easier to kill them
