A: They just need a verified copy of Division 2. Doesn't matter where they get it and they must have under 2 Hours playtime and has had the game for less than 7 Days.
B: He needs to access your referral link, once he does that, you and him need to complete three Missions with no allocated time frame (Preferably sooner as the Friend Referral program isn't a forever program)

No he didn't it would automatically disqualify the recruit if they did. It says he has accepted the invite. Still says 0 out of 3 on the missions we been playing for 3 days so far. I ran main missions at least 15 times and 2 strongholds.

i ended up helping said person through the expansion then when they joined i still had the symbol next to my name but after 4 main missions it still didnt work and i havnt gotten any email or anything

Another character won’t work unfortunately, you could try it with them if they’re still under 2 hours but I doubt it would work

I don’t know if pc allows you to use the same license for a game to use on another account

But the best way to go about it is both of you make new accounts that’s essentially what most people do because the friend referral system is broken
