Thats literally the military as a whole. Some of the shit we have to endure is pretty rough both mentally and physically. Hell just from my time overseas, I have seen a lot more of how the world really is than I like to admit. The idea and supposed difficulties the Agents face in the game would break some of the best of them, as it was shown with the First Wave. Even in saying all that though, the story and impact portrayed could have been a bit better polished. Was a lot of "Hollywood" moments added in but thats to be expected, as if it resembled how actual people would behave all the time it would just be straight depressing for the player to experience.

In Division 1, it made sense. First Wave agents caught in the DZ went rogue because Keener convinced them they'd been abandoned and that was the only way to make it through alive.
And canonically, there's only like, what, 4 or 5 of them total, all working directly with Keener.

In Division 2, we see way more rogue agents. Almost an impossible number for Keener to directly influence into joining him. Plus anyone outside the first wave has no exigent circumstance to be a traitor.
