And coincidentally, it was also the same time when Natalya and Felix's father died and Black Tusk got started

IMO the Manhunts were more about cleaning up the narrative that WONY left over, while intro'ing the next one. Sokolova is gonna be a part of the new story, not some Rogue agent.

It's obviously supposed to be more lighthearted because nobody liked how gritty WD1 was, but even when they covered really hard topics in WD2, there wasn't an overall shift, so it felt... Off.

So yeah, basically Natalia Sokolova's father died and left her the arms company (in-game brand), when he died she founded Black Tusk and her Brother (the current Rogue we're hunting in the Manhunt) joined The Division as an American Citizen. She then left Russia and the whole Green Poison kicked off.

Precisely. Partially agreeing with them is what makes them intriguing.

Having a faction like JTF who are nothing but good or a faction like Rikers who are nothing but bad with no in-between doesn't strike nearly as much curiousity, for me at the least. The factions or groups like that in video games that have good and bad intentions are what keep me interested.
