The most logical theory about the hunters is they are a government clean up crew. Because the first was was a disaster, there was uncertainty about the second wave, so they released the hunters to finish off the remaining first and second wave agents

So, what's exactly stopping the US military (which is known to at least be somewhat active still) from helping with the Black Tusks? The Black Tusks were already a known PMC, meaning they operated outside of DC and therefore the US military could probably help fight against them as well, without risking themselves contracting the Green Poison. Since Division 1 basically said that the virus is global (or at least has spread to other countries), it'd be pretty unlikely that there would still be a lot of personnel overseas.
The only possible thing would be "they're funded by someone high up in the government and therefore that person won't let them engage", and I think that's what most people assume but still.

@rancid moth yes, it is a continuation of the story of Div. It's 7 months after you (the agent in Div 1) did all that stuff.
That was discussed way back when they announced Div 2. Hence why you have those Shield badge quests in Div 1 that gives Div 2 loot (even it was more busy work to keep the game going).
@atomic trout There is a theory going around that the Black Tusk are another part of the division.
Remember how in Division 1 there is direct reference of there being a "division within the division" hence why people assumed/thought that the hunters were 3rd wave division agents tasked with killing any/all 1st and 2nd wave agents they saw. Orders handed down from the government. Argument was, "hey, 1st wave is either dead or rogue due to that Keener guy.... And the 2nd wave is finding out all of our secrets.... We need to do some damage control."
So some think that the Hunters and the Black Tusk are connected, like the Hunters were the vanguard of the Black Tusk (or first team?).
What I find funny is that when I was going up against the 4 Hunters (Christmas tree activation), there were Black tusk there too.... They didn't shoot each other.... But the hunters did go after Hyenas. It was weird and probably a coincidence.
Either way, theory is Gov't still thinks they need to do damage control..... And Black Tusk is that.
Or President Ellis is just a bad guy 😄

Doesn't really make sense for them to be 1st wave. Throughout Div 1 you find out that most agents of 1st wave are either dead or joined Aaron Keener's posse.
We've already fought some of Keener's agents. They had the same tech as we did, they were more skilled, but didn't have/make tech that directly countered us.
There are two theories behind them collecting watches. 1) Trophies, 2) keeping information safe.
The first is self explanatory. The second is you remember going around collecting missing agents info? At the end of each was a division agent watch, and that watch had a little blurb about the 1st wave and/or that specific agent. Often times it lead to info on how bad of a job the gov't was doing. They literally just left the 1st wave to die.... So to keep things hush hush the Hunters (supposed 3rd wave agents) are given enough info to know that ALL other division agents (1st and 2nd wave) are bad and that they need to kill them and collect the watches to keep them all from going rogue.
The 4 main theories are
- Rogue agents loyal to Keener
- Rogue agents NOT loyal to Keener
- Russian soldiers
- 3rd wave agents
The first 2 were plausible, 2nd more than the first. The reason was the whole "when Keener went rogue you either joined his group or died." But that still doesn't go over the whole "they have tech to directly counter ours that you can't just make on your own." Plus they know exactly how 2nd wave agents fight...? 1st wave wouldn't know how the 2nd wave fought (I guess it's talked about how the training is different for each in div 1?).
3rd makes no sense in general. People just wanna blame Russia. :)
4th is discussed in my earlier comments. It also ticks the most boxes of their origin and/or why.

Wouldn't ruin hunters. Right now they're a mystery and technically nothing more than a "tough boss to fight" in the Division game. Flushing out their story, regardless of what it is, builds the game and helps us to better understand the world that Ubisoft is trying to create.

Mostly due to them saying the 3rd story content drop will involve finishing up the Division 2 story and setting the scene for the next story they wish to tell

As it states in the report:

either way that f2000 isnt worth keeping anyway imo since all it does is unlock Ivory camo for all ur guns, thats it as far as i know 👀
it has no special damage, talents or attributes that makes it unique other then the fact that its white (which you now have for all ur guns)

Check your "trinkets" section in your inventory for a yellow item. Anti-Viral Sample or something.
The description on it lead me to turn it in to the nun in the contaminated zone in the northwest section of East Mall
All I got was some EXP, but i'm guessing that turning in "enough" of them might be what it takes to get Castle back to not-grey
or who knows what, at this point. There's no quest or anything leading you to it, and i havent seen anyone comment on it yet
But its clearly a new thing, and given that you can hold 100 of them at a time (and her turnin dialogue said "Give 1" (which is all I had) that turning in a certain number of them is necessary for something to happen

You gotta go to the monument after 9pm, press the button, go outside and stand in the circle and he'll spawn in front of you.

I see they fixed the ghost hunter spawn, but when I go to the computer at Washington Monument, there is no "interact" message for me to do anything. I used to be able to interact with it. Any ideas?
