The WM one is indeed the one that's bugged and I've seen several people report that the Christmas bois didn't drop a key for them, Including my friend. Not sure how you can get it to drop as our dear friend @swift night has the same problem with one of his keys and he has tried it all. Hopefully they patch that aswell next week. @lavish stirrup

That's not a killable hunter, those are stalkers. They appear around the map in various locations. If the hunter dies and drops a key you got the right one. But from I've read, the devs confirmed that the last key holder is in fact bugged. If you engage with the hunter and he disappears in smoke or if he runs away, he's a stalker. If he attacks you, he's a Hunter. End of discussion,

There's certain "riddles" you have to solve to get the hunters to spawn. Usually just go to a location and emote or shoot something. A quick google search will show you how.
You get a mask and an ivory key from the hunters although the last hunter riddle is bugged and unsolvable.

sounds like you beat all main missions so you need to do strong holds now and that will allow you to go to world tier 1. after that you need to do more main missions to unlock the strong holds

You're talking about the stalkers or the ones you aren't suppose to kill. Ignore those videos that say they will spawn on a roof or container, the only real way to get the Specter mask and the ivory key is to do it the right way. The Ghost mask is currently bugged so it'll probably be fixed by Ubisoft next week at friday once WT5 and Tidal Basin gets released!
As far as I'm aware the stalkers aren't killable anymore, so even if you were to go that route, you wouldn't get any keys. And be forced to do it the right way eventually, to be fair, I woudln't bother with those stalkers as their purpose in the game is to just sit there and watch the world!

By going to the contaminated building on the left side of the Castle Settlement, complete the mission there first though. If you have, you need to shoot a series of windows in order to spawn him in. Don't remember how many windows but it's the entire bottom row between the yellow safety plastic covering the building. And then do the bottom ones right above them, just look it up on YouTube so you don't have to relogg the game!

I find it kinda funny that the Outcasts, a group who feels as if they were wronged by being put into the quarantine zones, and want to spread the disease by any means necessary, have such a heavy emphasis on fire and fire weapons, in a similar way to the Cleaners, who were a group that felt as if the quarantine zones were necessary, and wanted to stop the disease by any means possible.
It's obviously not intentional but it's still amusing, given the fact that they even share a similar color scheme.

@lyric summit Yes, I am suggesting that you head a few hundred meters south of the White House every 30 minutes. That way you can farm them knowing that they'll will most likely be there, if they aren't there they'll be at another spawn point. But why go through trouble when most people always visit the White House anyways right 😉
