I don't know the actual drop chances, just that they're increased by directives and only affect targeted loot drops, which are in addition to normal (random) drops
the main advantage of running Memorial is that it has lots of named enemies, who are guaranteed to drop targeted loot, so directives actually wouldn't make so much difference there
although I guess they'd help with all the crates, if it's your first run of the day

obtaining Exotics via Targeted Loot is an entirely different thing than getting them from boss drops.
"Targeted Loot" is an additonal drop, separate from everything else you get, you can actually see it appears last.
% chances to get a specific Exotic from a boss only increases via Difficulty. Chall > Heroic > Leg'.

I'm not 100% sure of how it works, but I think it also adjusts for the rolls on your gear too, so you don't have such a big disadvantage against someone with all god rolls

After level 40, the base damage will be the same for any given gun. Shd doesnt increase enemies damage or health, but the difficulty does.

the best way to find a Cham' is probably just bounties. Farm those out for the free Spec Tree points and you'll get a few.
