I found recently with a new toon that although it was theoretically locked to story, if I just fast travelled from DC and started the mission straight away it copied my world difficulty, so that might be what happened on your first run

(so it lets you run it on a higher difficulty but still doesn't register it as available for future runs until you do it on story)

I go HH/Vig but I use a regulus build with headshot damage. If I used Aces of Eight i think i'd hit even higher. But I hit around 22mil headshots with chainhunter

In 4 man heroic an enemy has just under 20 mil health, in 4 man legendary you wanna be hitting over 25.4 mil to one shot elites. Obviously the helmets and any lost buffs not taken into account.

I personally think that the highest damage doesn't matter. You should hit your breakpoint to kill things and then go for weapon handling. More damage on a sniper build doesn't make it any better but weapon handling will. Stability, swap, reload all do more than an extra 2-3 mil damage.
