Hm can't tell then. We had the problem playing with a lvl 40 and then without, and it normalized gear to lvl 40 - so we dropped our stats like you did. But if you didn't, can't say.

-It is possible it is at 99.99%. Kill a few enemies it will pop.

It tends to stagnate as you get higher. Thankfully you dont need to have every item proficient anymore to reach 30 so you can concentrate on the ones you want plus donate gear and weapons that drop from activities (if you dont keep them)

Exactly its such a tedious boring grind. It took me nearly 4 hours to move up from 15 to 17 running Countdown and donating everything over and over and over. I also poured 8k fillaments into proficiency. Calling this an EXP boost is nuts IMO, this is how the bar should normally move.

You should wear any pieces of outfits for expertise too, not just looting. That's the point with countdown farming, that you can have a trash set and still xp a lot. Same for skills and specialization. Otherwise there's no real point to focus countdown.
It shouldn't be so slow till 22 23.

If you want a pistol with determined get the normal revolver, not the named one, for some reason it doesn't chain..after a headshot it requires you to aim to the head again, while a non-named one allows you to keep on doing it over and over as long as it's not an enemy with a helmet

i think you are thinking of Prophet, which has perfect determined which does not loop cleanly

Harvest just has higher base damage and gets any perk

Most stats are additive within their 'bucket' (dta is additive with other dta, for example) and each bucket multiplies with other buckets (dta is multiplicative with crit), so in most cases the terms are basically useless. The main difference is some stats like weapon damage and crit have much bigger buckets than others
