There's no reason to rush, div2 isn't going anywhere.
The hard cap for Expertise is 30.

Expertise costs increase over time, and start to use rarer and rarer parts for it, ending up with dozens of Exotic Components needed for each piece.

Luckily for you: Expertise is a tiny increase, way lower than it looks. So you don't need to worry about it.

That's not far behind. If you do content and donate unnecessary gear (as junk) to proficiency, you will level that fast. The tricky part is now that you're lower level, keep an eye on your resources, use "donate materials" so you don't get them capped at 9999, if you do, use them (I always keep between 4k-5k just in case, the rest I donate). Focus donations of materials on gear you don't have/named items. Always check vendors for named items, buy them, donate them

First you need 3 components for Chatterbox, they tied to 3 different hyena's regions on the East, so the first one you can get in Downtown East by opening hyena's boxes and there's a chance for a component to drop about 50%, you will get "Loaded Canister" there for example, there's no order on which component you need to get first, you can go to Federal Triangle and get the "Creative Magazine" or go to Judiciary Square and get "Modified Mods" first, after you get 3 components you need to run Bank Headquarters mission and open the final hyena cache in the vault to get the blueprint

I ran all legendary missions/strongholds no issues, and even if someone by accident reset their control points, you can get on someone else's session who has them captured and has the buffs and then start the legendary and you'll have their buffs. I believe even legendary Zoo had it which is technically outside DC.

I get there could be complexity in changing a game that wasn't cross play, too crossplay (its been done with other titles, but all have different capabilities and limitations) and may be some conflicts in the game versions for each platform.
