World tiers aren't a thing when you start WONY, you should be level 40 by the time you finish it.
I'd look at builds and run around doing events, bump up the world difficulty for a bit of a challenge and XP boost for watch levels. when you start finding builds and weapons you like the feel of, work on improving them.. or expertise grind anything you find and donate stuff at tinkers bench that you want to clear out of your inventory

That's because SMGs come with the CHC middle attribute and they're close quarter weapons. They'll always have higher CHC unless you're chc is ass. Story for another time. BUT yes, they come with that. To make up for the damage drop off range, they crit frequently. Farther you go, worse it gets. Capacitor has higher CHD but lower chance. I'd rather go CHC bc it means you crit more often. 160 CHD is nice but if you barely have a chance to crit, it's ass 😂

Yup, she sure does. I inspect exotic weapons when I wanna use them for builds to see what mods are on it before I take them. I also use build tool and it has a drop down menu that shows you what mods are on the guns. It's why many love the Ouroboros regardless if the talent is shit on it. The mods make it a crit demon allowing you to take more CHD without needing to leave damage for more crits

Ouroboros only weakness? Distance. Get far away and that thing shoots rat turds basically

It's ridiculously strong in PvP if you can get a headshot kill and it's ridiculously strong with heartbreaker

It's even stronger if you pair it with heartbreaker and Memento backpack using a defender drone and a decoy

Defender drone will give damage reduction the decoy is to take the enemy's eyes off of you in A pinch and Memento backpack will give you bonus armor as well as weapon damage per stack that you get and Eagle bearers tenacity will reduce damage that you take and if you can manage to get three kills with it before the buff is over in 15 seconds you take zero damage. If you can keep getting head shot kills and keeping this up realistically you can be invincible the entire time and face tank everything.

Edit also don't forget that heartbreaker prioritizes headshots if you would like to pulse anyways without using the link to laser pointer or a pulse skill. So because of that reason the eagle bearer was just a no-brainer to take on that build

Sadly, it is. Unfortunately though because it is an assault rifle you're already losing out on a decent bit of crit chance and you have to make up for that with usually mods or brand bonuses. I've done some toying around with keeping crit chance on my gun in certain builds and I found that the overall sustained damage would be a little bit higher than it would be if I were to use damage to targets out of cover. That's mostly because I'm not using brand set bonuses to make up for my crit loss

However though the initial damage straight from the start of the gun would be a bit lower because there's no boost to damage to targets out of cover. It all varies however you make your build of course but you are right it is a little bit harsh

Currently I just don't have the materials nor the patience to roll it 80 times just to finally get a low balled stat weapon and have to dump so many materials into it just to get it to God roll again

The reason dtooc is recommended is because there are so few sources for it, that it's almost always the ideal stat to pick.
Once you have a maxed out watch you get 10% from it, and another 10% from the innate weapon mods, that's only 40ish % from stats needed to hit the cap.

Yep that is definitely one of the truest things I usually try to go damage to targets out of cover on all of my guns or I'll settle for damage to armor. I'm not shd 1,000 just yet but I can tell you my crit boxes for my watch and my weapon damage box is now full so I could probably start going for damage to targets out of cover. I got my Eagle Bearer around shd 500 or so

Some of the gear pieces that I use with eagle bear isn't fully maxed out just yet in terms of the crit chance so as soon as I managed to get God roll health damage and crit chance in a fairly high weapon damage I decided to optimize it for full God roll. When I have more than just four exotic components sitting in my resources, I'll happily dump resources into it to get the damage to targets out of cover. I unfortunately reroll my capacitor 46/50 times until I got that DTTOC attribute lol
