It's not too bad with gunner. It was an open world directive last season and I just put together a turret drone skill build with gunner all the damage I needed and a bit of ammo for the team

if you ask me. i'd say that different people play differently at different days. a high SHD players can be lazy at times and not over perform.
Generally speaking, i do say high SHD players are better, yes. argument sakes, they have more opportunity for better optimized gear, so stat wise they mostly win.

On the other side of that you've got people who aren't good and have put thousands of hours in and they play for fun which is cool but I guess most people attach SHD to skill and they shouldn't.

The only reason to go higher is WONY runs for mats, and PvP to an extent.

Overcharge is only activated by certain Talents, you can't just put on 7 Skill Tiers.

So you're better off swapping one of those Tiers out, as it's effectively being wasted.

I like to throw on a Red one, so your gun is marginally less weak.
