In games like Division most important thing is to pay attention to the mission levels and your gear + gear score. If you're going underleveled into missions you will have a very hard time. You can also change the difficulty of missions at anytime. Usually majority don't group up for low level stuff, only for some endgame stuff

With TD2 you need to really pay attention to your positioning too with most of the builds and often use cover. They're trying really hard to push people into using cover. You either use a shield like almost anyone or use the cover. In TD1 you at least didn't were forced to use cover most of the time, but TD2 is going that path now

I have had to restart missions due to enemy's not spawning stopping me from completing them

that's due to the lag, which is frustrating for sure, but a restart of the mission will at least allow you to complete it with rubberbanding

and the lag will be sorted in time. for all we know it could be a difficult problem to resolve.

We grind expertise system hard, so having all those SHD points allows us to have resources for that
