Incredibly occasionally, it can spawn at the White House vendor, but the "fastest" way is to randomly craft pieces and hope.
Or just avoid it since there's very little use for it or SysCorr outside of PvP.

--1% for target loot.
--7% for faction specific exotic heroic
--7% for boss specific (coyote mask in this example) and
--7% for mission final boss heroic.

So in theory she can drop 5 exotics on a single death. (Assuming all chances hit)

Have you taken both CP's there? I'm not 100% sure, but I think the civic centre is the area with the CP that sticks out at the northern tip of the map, and you have to right to the back of the CP

An interesting note is that once the CP's in NYC are taken by you they will never be reset unless you do it yourself from the map menu
