as of right now, you can keep running it to get exotics.. so if you really just want it, you can either keep playing the same mission over and over until it drops, or create yourself a new character, do the manhunt, and make sure you're inventory it not full when you go do Anderson.

You have to unlock the Gunner specialization, unless you got the season pass iirc, the game unlocks Survivalist (Crossbow w/ explosive tips, Grenade Launcher, and Sniper automatically at lvl 30

You can either go to the Summit or have a random encounter in the world. There are some places where you can fast travel, walk a few meters or so, and they'll pop out of manhole covers. It's RNG.

Once you get used to it then it's fine. Sounds like you want the game to cater to your preferred play style which is fine too. There's a certain way you need to play open world and it mitigates the spawning 2ft away from you issue.

Not sure what you're expecting... that "random" group is only random because it's a video game. They're simulating a big war zone in a city where fights are breaking out block by block. When you attack a CP the groups around you "hear" it and come to take advantage of the situation.

It's punishing your play style and forcing you to adapt. If what you're hoping for is running a scan and knowing where all the enemies area ahead of time... it's literally there to counter that play style because then it would be too easy. It's totally fair to be annoyed by that though.

You're conflating two different things here. There's a difference between enemies being smart and enemies being unfair. Enemies are smart when they strategically advance on your position and take more defensible positions around you while you're in cover. Enemies are unfair when they just spawn behind you without any rhyme or reason.

How is it uncounterable? Don't sit in the same spot for too long. Don't sit in the middle of an intersection. If you're running directive w/o minimap then use audio cues to tell where they are (they always yell at spawn).

I don't I'm constantly moving around and getting better positions when I'm playing. I take a shot, move and setup again to take another shot. The only time I'm stationary is when I'm picking off enemies that funnel in but that doesn't happen very often at all.
The issue isn't the fact that they spawn behind me. It's the fact that the spawn so close
I'm genuinely befuddled at how this keeps going over your head
