Exotics drop completely at random in regular play - missions, etc. It's a low chance, so it will take some time to get them.
If you're looking for a specific exotic, do missions that have targeted loot set to the armour piece or weapon type the exotic belongs to. Some exotics are locked to specific tasks or missions, however.
Another more predictable way to get exotics is to run the new Countdown mode. If you run it twice at Challenging difficulty, you can exchange the currency you get for finishing it at the Countdown vendor for an Exotic cache. Each exotic cache costs 224 requisition.
Lastly, do the weekly SHD donation projects that guarantees an exotic cache. There is also a weekly Legendary mission that gives an exotic but that might be a little too difficult for you right now.

If you’re at lvl40 gun stats never change you know. It’s just the attributes that are effecting the numbers you see. So in terms of which one is better, in most cases the one with damage to target out of cover as the attribute will be best since it’ll allow you to roll whatever talent you want

Well there are skills that make it hard to snipe, decoys, seeker mines, bombs etc.

A lot times people can't really do much to full red sniper builds or PGC it's because they have team Infront they can't rush one person if the have 2 shooting them

Use cover and pulse to advantage, get the first strike when the enemies rush in when you are ready and 3red just gun them down like SwissCheese
