Hmm, Expertise is actually a combination of two different systems in Destiny 2, now that I think about it. Masterworking and Leveling a crafted weapon. While using the same system as SHD levels for small universal passive perks.

Maxing out any given weapon is time consuming though.

It's very easy to have several bugs needing to be fixed from a single change. For instance say they changed the way they stored textures and there are several systems that had hidden issues in them that were never found because those edge cases didn't occur when the old way of storing textures. Now you have several bugs and each one probably needs to be fixed individually and there isn't a guaranteed way to know everything that could have one of these edge cases.
