It only makes sense all non troop specific talents will be universalised. I.e. versatility, conquest, skill, smite, combo etc while cav only reducing skill dmg makes sense.
As for balancing rallies and garrisons, it’s the perfect time since inf’s gorgo is old, archers dont have a good garrison and cavs are so utterly countered by ivar it should be rebalanced.

It's probably related to balancing but without any extensive explanation from Lilith who knows. I find most times they don't do a comprehensive change and focus certain things making it seem missed but maybe it isn't. They don't like giving us deep information just gloss over shit.
