Cavalry isn't more of a tank than infantry, far from it.
In the combo tree itself, there are passives that increase the damage you take, and this is the only passive that reduces the damage taken. Cav meta commanders have the "Skill" tree, with a passive that reduces 6% skill damage reduction of all types.
So 6% dmg reduction in combo tree is nothing too far from the current gameplay so I consider it a reasonable adjustment.

Combo as a mechanic is insanely broken, by far the most broken damage type, and the combo tree is good.

As Amthala said, mostly a complaining thread. The strength of commanders is entirely up to what damage factors the devs choose on commanders and probabilities don't need to match or surpass random inf commanders from 2 years ago. Arthur primary is clearly viable, otherwise I wouldn't be seeing him constantly in lineups. No, cavs are not in an acceptable state as a whole. The talent could be a lazy safeguard for future commander design, I don't know, ask the devs.
