I am all for it being more than once, but people keep asking for it over and over again, like literally they could let you(not you, everyone) reset ever single commander to have a meta line up, next release this would come back up as suggestion again. I think maybe every 2 years, thats roughly every 20 new commanders they let you swap 1 that wouldnt be unreasonable.

I think it’s mostly designed as a tool to allow people to invest in commanders early game Kvk 1 and 2 without being stuck with an Exp Martel/alex/ysg/etc going into SoC. Prior to the swap you pretty much had to be patient for a whole year before you could really have fun and use the gh on commanders to fight with. They gave it to SoC accounts once for fairness
“Hey come play our fun game, but by the way if you don’t save all the rewards you accumulate for the first year you’ll be screwed” was a problem that Lilith identified and gave a reasonable fix to. Now that they’ve addressed that issue I wouldn’t expect to see it again
