technically anyone can take advantage of it, just trade ghs from tavern commander, 90% of people don't even use it, unless they can only use it with a commander who already has expertise

I’m a F2P and I end up with way too many extras, and once done with upgrading that commander, I don’t have any other use for it other than using it to upgrade another’s star level,
I chose the 10 -> 1 conversion since I feel it’d be fair, 10 is what usually is a lower level skill upgrade, so it’s a perfect price for a conversion
This can also be good for people who do Lohar’s, having extra after maxing him out it can be an extra prize for people who want to do it, they’d run Lohar rally’s in their alliance, getting more people Lohar sculptures, and they can be converted
For F2P players it works out perfectly
