it is an indirect way to "bump" your post to the top since the system message for changing a post message counts as last_activity

therefore making it unfair for those who are actively bumping their post the correct way, and a loophole to infinitely bump your post without cooldown

yes, the permission to allow changing post titles is given with the ability to create new posts, there is no seperate permission for it
