Generally, legendary commanders aren't worth using unless u know u can expertise them (max their skills) or be somewhat close, you'll only know that's as time goes past, so the safe bet is to use Sun tzu and aeth (since she doesn't use GH (the most valuable item in the game really)) to upgrade her skills
