What the other guy said, vip 10-vip 14. But honestly you should skip out on maxing Hannibal beyond the 10 head unlock (buy the unlock for the 10 head bundle you always get for unlocking a new commander) unless you wanna be that spender who doesn't care about their value and just wants to max everything. The only other legitimate reason would be for Osiris League purposes, but that's a very few % that will actually care about that.

It would save you 200$+ in the long run. Hannibal is not useable at all really expect for the early game. So about 6 months of useage then he's done. You can't even use him in KvK 3 really either cause that's when SoC commanders start coming into play.
