The way I first started making music was imagining different scenarios and a basic beat in my head. If I had a certain genre in mind, I'd look up the genre I'm thinking of. Sometimes I would even sketch out/write down scenarios on paper to get a basic idea. Everyone has their own way of making music, so the best advice I can give is: Don't be overly ambitious, and if what I did didn't work as well for you, then try experimenting, like making up a basic melody in your head and expand on that.
Note that I am not an expert, so take that advice with a grain of salt lol.
