I don't have direct ideas but I have possible ways to narrow it down.

It has to be an adult, someone that's not a kid of course.
It has to be someone with access to Mayak and knows how it works as they know for a fact that 'All Of Their Snow Is Belong To Them'

This isn't just a job of taking a vacuum cleaner to all the snow, cause that wouldn't stop snowing itself.

I have a full blown theory that you turn off the Blue Lights an take the note to the Attic Room (where you get Lucy's Bracelet), then, using Scout, you use the slingshot to fire a nut at the note, then the door will open
