I had the same issue, but I managed to fix it. It also happens with HN Hide & Seek and the fourth Hello Neighbor alpha. The solution is simple: block the game’s internet access through the Windows Control Panel. Once the game is prevented from going online, it should launch normally. But remember to block the access in all of the executable files.
