Hogwarts legacy runs on 30 fps like Hello Neighbor 2. Hogwarts Legacy needs 100x better cpu to run than Hello Neighbor 2 and yet they still run at the same frame rate. This means that Hello Neighbor 2 is not optimized very good, or it can run on 60 fps but developers locked it on 30 fps.

Switch's processor is ARM Cortex-A57 with 4 cores vs i3 4th gen cpu(minimum requirement for Hello Neighbor 2) and switch's cpu is better

Steam's requirements are made for windows which has a lot of bloatware so switch is still better as it runs on it's own os which doesn't use that much resources like windows

There is no reason why patch 9 shouldn't be able to run on switch on at least 30 fps
