I am having the same issue, except I definitely have all 4 photo pieces in place. The drawer remains shut.

@graceful crescent I ended up resetting my progress and starting over. It worked the second time around haha. I grabbed the scissors on my way over there, so I was able to get back to the same spot in around 10 mins.
