You can only time loop back to a point when you start the time loop, if I started the loop today, I could only loop back to today, but not before today. So, unless Mr Peterson in advanced placed a device that could start a loop to the time of act 2, like say in act 2 he makes the loop device and runs it, but has to do something for it to actually start working, then he could go back in time to act 2.
