We kind of do, Neighbor hasn't fled yet , which is after Nicky escapes in act 2, and the police also haven't searched the basement and house (which from fron map 4, it tells us they did search, so the crime scene tap would have been there in alpha 2 also) so it's pretty certain that alpha 2 is between act 1 and 2. Also, the neighbor leaves when they go search, which hasn't happened yet, so Nicky hasn't escaped yet making the neighbor flee causing the cops to seach and put up tape making the neighbor "missing" and then later the cops see what he did and is now wanted. So, there's my explanation.
