Guest isn't Ted (Hello Neighbor 2)
Guest looks like Mr. Peterson without the costume (Graphic Novel 2 and Reset Day)
There aren't multiple Guests (Alex | CEO)

and the only two characters who would even somewhat look like Ted without being him are Ted's father Roger and Franklin Peterson
and Roger is anti-cult so Franklin is kinda the most likely suspect

-the four old tapes in HN2 make up one giant tape where the cult are doing some sort of ritual and the Guest is involved in it in some way (we still don't know how)

Or should i say excuse, in that book the guest is described to have a mustache, and franklin is the only other person asides from Peterson that could have a mustache, or the fact the guest apparently emits the smell of smoke, the beam burned his body in the sinkhole. The guest being shown as the neighbor woudl still remains unexplained though, the most likely solution is that the guest is trying to frame the neighbor for whatever reason and make people think he's Theo when he's not.

If i wrote the story of the guest, it would go like this: in the animated series, Ted starts to slowly go insane as the episodes go by, in the first seasons it's less noticeably, but you can notice that he starts to show off less expressions and gives that blank, emotionless stare. In HN 2 he already has gone mad, his insanity and negative emotions has manifested in the guest, in the story, they are the same (atleast at this point in time). But they are depicted as different characters and the neighbor also sees the guest as different from him (he hallucinates with the guest)

In HN 3, now with the cult down, the guest has become a physical creature and separated himself from the neighbor who is slowly regaining his sanity

The guest is clearly more organic now and an actual creature
