It's just HNVR must've snuck in some retcons that made let Kid Class 7 and the Guest Class be allowed

Because the new Badges in SN are all non-AS Lore/"Old" Lore

The most likely retcons they did was 1. Make the Guest exist before Act 1 making it more likely the Rescue Squad would be aware of the Guest, and 2. Add a 7th Kid to the Rescue Squad who goes missing before HE

These are spottible in promo material and the very beginning of the game so it ain't spoilers

Making Guest exist before Act 1/having a bigger role in RB by the events of Act 1 can be inferred by the fact Nicky has Guest pinboard in his room

and 7th Kid retcon can be inferred by Blacked out Missing Posters that don't belong to the Rescue Squad, Aaron, Nicky, and Mya
