These Weather Patterns were caused a by a Cult in Raven Brooks that would use Devices to Change the Tides of Luck in the Cult's Favor. The Cult is dressed with a thing that looks similar to a Plague Doctor's Outfit and contains several higher ups in the town including but not limited to the Mayor, owner of the main news company, the Raven Brooks Banner, and a Detective. But back to Peterson's Family for a bit, they built the Mayak Weather Station one can see in Hello Guest Prototype's Ending. (Just taking a quick break I'll send the next part after getting a drink rq)

In tge original hn2 the guest influences Ted to do things, in raven brooks disaster the guest finally possesess Ted after ted gives in. Years later he is still possessed in reset day
