Its not that hard until you find items, its just that the devs placed it in random spots that are unrecognizable for anyone to find

Otto is friends with MJ, someone who, similar to Quentin, goes around the town trying to find the secrets of the citizens. This would therefore include Ted and his missing kids. Even though MJ is supposedly dead when HN2 takes place, that doesn't mean Ted wouldn't be keeping an eye on Otto. Otto would obviously want to know who killed his friend, and judging by how in the new lore Ted kills a lot of people, Otto being suspicious of him would make sense. Of course, it was likely the Mayor that killed MJ, but that doesn't disprove this solution.
