The Butcher is more for going all out, their more tough against bigger crowds of kids...so if you like going all out...its for you. But he can also scout out kids and use his meat hook to get kids from afar if you're not willing to get your hands dirty.
The Clown is for stealth and surprises, sneaking up on others such as using the camouflage ability. The Smoke Bomb can help to capture kids, but also to flee when low on health. You can also use it to quickly camouflage so you can hide or sneak up on kids when the smoke dissapears.

These are how I base it off of at least- hope it helps
