That's one of the instances where I can't speak for the devs on that directly.

But on my side I can say that we did a skin contest near Halloween and as it mentioned in the original contest text, the contest was to allow the devs to better understand what skins you'd like to see in the game.

The submissions weren't used in game but could be used as reference or inspiration for the artists :)
