I know for a fact it isn't that hard to do as I've done recolours using Photoshop and the hue / saturation option to make a red sweater.

The Clown Neighbor has the eyebrows we're used to in actual HN and H&S but it doesn't have an alpha channel so there is white rectangles surrounding them.
