Maybe the neighbor was building device to bring back his wife/mya from the dead... this device would need a lot of power so he built the windmill. He activated it during a storm (mayak) where the wind would be the highest, and while trying to do it, it failed and burnt his house down. Maybe in patch 7 this new generator can be used to bring back a fallen teammate
