They do, they just spawn almost anywhere, on any static surface you can stand on, really.

I've had games where the photo is empty. Like, you just hold out a photo frame with nothing inside it.

I think you can't do it solo. You can only carry two keys, and the photo points to ones on the ground if you drop them.
If you unlock all the locks, it'll just point to any key.
