Penalty games are to discourage people from leaving in the middle of active matches like if someone was bitter they weren't neighbor or someone was in the middle of getting caught. It's not being banned. They used to be much worse as you'd have to win a match against other leavers, now you just have to beat a match by yourself or just log in tomorrow and the match will be gone.

Just keep playing and you'll pick it up.
But keep in mind:
Maps are separated into 4 zones - 0 to 3.
Every zone has a keycard to the next one (area 3 has no keycards, usually).
There's never a key in the first area, area 0 where you spawn. You have to go through a keycard door to find a key.
Certain spots almost always have a key, which you'll figure out the more you play (e.g. greenhouse in map 1 and 4, or bathroom in map 1).

Secret Neighbor has cross-play, but not across all platforms. The only combinations that work are:
Xbox and PC (only via Microsoft Store or Game Pass)
PlayStation and Nintendo Switch
It doesn't work between:
Steam and any other platform
iOS and most other platforms
This happens because the game versions are hosted on different servers, and each platform has its own rules and technical limitations. So, it's not the game's fault, but rather the limitations between the various systems.
This is also a bit strange, because the trailer for the game's cross-platform launch shows Switch, iOS, and PlayStation players playing the same game.

I get the light slot is important especially for Ghost and lighting in general, but I don't think the gameplay would suffer from one character not having that dedicated slot.

No. Light slot is helpful if you think about it. It allows you to carry 2 items plus 1 light sourse, wich is 3 items and potential weapons

Maybe a compromise could have been met, where his light slot would be replaced with a unique slot that can carry almost any items, excluding keys (exception of Keycard and Event items) and rifle to prevent a case of over half of the locks being opened at once.

Well, the achievements are very outdated. You only needed just keys in all inventory slots (excluding the one reserved for light source items). I had 3 keys for no reason and somehow got the achievement without even trying to do it. There wasn't a specific type (e.g the last key) or colour of key. You just needed 3
