Ghost is fin to play as but he kind of messes up the whole gameplay between kids and neighbor. You can't play stealthy against ghost. Blocking doors doesn't work. Running doesn't work. He can go through walls and fly faster. So the only way to deal with him is to kill him

Which in the ideal Secret Neighbor you should stealth and not kill

But ghost you kinda have too

And the lamps are very annoying

For him to deal with

basically if you don't know what class to play as for rocket event this should help

Bagger: Perfect for going outside the map and assembling the rocket, one of the best classes if not for his slower speed
Brave: Can save herself from butcher's hook if being hooked in that way.
Detective: He can locate the rifle and hammer I believe, but beyond that he's only good as a failsafe if the neighbor is trapped outside the map and you cannot launch the rocket
Leader: Great for going outside the map due to her inspiration and can help revive knocked down kids.
Inventor: LITERALLY needed for one of the thrusters, beyond that he can make the rifles to get Neighbor back in and flashlight saucepan for those who cannot see in the storm.
Scout: Can knock Neighbor who's outside the map with her slingshot and also get items that are stuck in the ground via powershot. Also is good at knocking down kids in the shed
Quentin: Not exactly good due to the fact he has running stamina, but his dashing could come in handy with speeding up being outside the map.

as for the neighbors?
Scary Neighbor: THE solo rocket event neighbor, his bear traps make it possible to get in and outside the map with the combo of fall damage
Clown: No real use for Rocket Event
Butcher: Can hook explorers back in if they're outside the map.
Ghost: Can ghost through the shed roof (though will drop everything), turn the lights off, and knock themselves back inside the map, if you're with a team Ghost is probably one of the better Neighbors to use.
Guest: VERY good at navigating around outside the map, but you're better off with Ghost
Otto: Best to use for knocking kids down and his device allows you to turn off lights so...Otto is pretty good actually in terms of rocket event!
