A booster pack is a pack that you can open with more cards, often won at random.

You can also get booster packs by turning other cards you don't need into gems. Get enough gems and you'll get a booster pack, otherwise you'll randomly (rarely) get a booster pack of a game you own that had trading cards.

Booster Packs are rather pricy in terms of gems though.

A few extra things before i stop talking about em:
Booster packs contains 3 cards always, if you want to know how many they have
They CAN be duplicates, and for me, most often times 2 of them are duplicates

interestingly enough. Seems like Boosters are dropped whenever someone makes a badge in that particular game according to steam.
