The closest you could get is to do a dictator run where the only thing you do is change the process of voting on Constitutional Amendments (that one is required).

Its easier to satisfy key people in a dictator run. A dictator constitution where nothing changes (except what's mandatory) will satisfy Gloria, Albin can easily be bribed, and you only need to ban RY or sign UELA to get NFP. Add in lobbying and Oligarch support and you'll get your constitution

You can also opt to sacrifice between the NFP or Oligarchs and lobby a little to compensate. I often ignore the NFP and just let Koronti help me pass the constitution after nationalizing Bergia Steel.
